The purpose of this booklet is to provide an overview of the Enlarged Rural Fire Districts Strategy of the New Zealand Fire Service Commission, in its capacity as the National Rural Fire Authority.

Enlarged Rural Fire District Guidelines

One of the work streams within the NRFA Enlarged Rural Fire District (ERFD) Project, which is outlined in the recently circulated ERFD Booklet, is the development of the comprehensive set of governance and management guidelines, and supporting tools and templates for ERFD.

The attached set of governance and management guidelines has been developed by the NRFA and Department of Internal Affairs and has been peer review by a  number of forest and rural fire stakeholders as well as members of the National Rural Fire Stakeholder Group which met in Wellington on 21st and 22nd July 2009.

The ERFD Guidelines provide:

  • Comprehensive background information about the sector, roles and responsibilities of rural fire authorities;

  • Discussion of funding mechanisms and options available to rural fire authorities;

  • Best practice guidelines regarding governance models and practice;

  • Advise on tax and auditing matters; and

  • Reference to other sources of useful information.

The Guidelines are a living document and, as the body of knowledge, will continue to be updated and improved as the experience of ERFD grows.
